Writes an interaction state/flags byte and sets an expiry.
Lower 3 bits = timeout preset: 0=none, 1=5s, 2=30s, 3=60s, 4=120s (5=custom, unused here).
Bits 3-5 = category (0-7). Bit 6 (0x40) = extra behavior flag.
