Fills an output array with scenario points linked ("chained") to a given parent scenario point. Returns the number of linked points found. Writes up to maxPoints and zeroes remaining entries. Useful for flows like chained put-down scenarios.

Params:
- scenarioPoint: Parent scenario point handle.
- outPoints: Pointer to an int array that receives the linked scenario point handles.
- maxPoints: Capacity of outPoints.

Returns: Count of linked scenario points written (0 if none).
