Reported to affect law witness creation/reporting rather than dispatch itself. When disabled, NPCs may not witness or report crimes.
despite their names this doesn't disable the dispatch system. if you shoot a lawman when is disabled, the dispatch is still enabled because the law will come after you.
this seems to disable/enable the create witnesses, if disabled it you can shoot npcs and they wont witness anything or report
