Typical flow:
	1) Move/assign the weapon into the horse inventory context first (commonly via 0xE9BD19F8121ADE3E).
	2) Call this native to force the visible attachment on the horse.

Notes:
- This is about the *visible* holster/rack state; it is often paired with 0xE9BD19F8121ADE3E because that makes the weapon available in inventory terms, while this makes it appear on the horse.
- Validate horse and ownerPed exist and are alive/valid before calling.

- Must call _SEND_WEAPON_TO_INVENTORY (0xE9BD19F8121ADE3E) beforehand to move the weapon into the horse inventory. That native makes it accessible from the weapon wheel but not visible; this native makes it visible on the horse.
- Works at a distance; proximity to the horse is not required.
